Case 1: If you website is new, just got on the market of internet, then you may have to wait for a long time to get your site matured, point out I’m using the word “Mature Site“. If your site is not been hosted, then getting high page rank may be difficult and ranking better in SE would not be easier.
Follow these steps:-
1. Perform link exchange.
2. Build Backlinks for your website.
(Backlinks are those links which are located on other sites)
3. Optimize your META TAGS according to the Content you Provide.
4. Provide some content to visitors such that they stick to your site.
5. Submit Articles to Digg.
6. Get a Blog for your website.
7. If your site targets some discussion then it would be great to host a forum on your site.
8. Submit your site to DMOZ directory.
Case 2: If your website is old (6 months or more) then follow the following tips:
1. Make some modification in content of your website.
2. Build Quality backlinks for your website.
3. Optimize your META Tags, try experimenting on certain keywords. If you are not able to do it, then contact SEO expert.
4. Keep posting unique content on your website.
5. Don’t place too much of ads on your website, so that visitors run away.
6. Post your website links in public community (Don’t Spam) if your website provides some useful content.

Digg is very good and currently top referrer to my blog but don’t forget stumbleupon, I get rapid increase of visitors from stumbleupon maybe because somebody had added my article to their favorite.
